Requirements

Public school must involve nonpublic school in planning and implementation. Public schools and BOCES are only eligible leads.

Purpose

To improve student academic performance in relation to the NYS learning standards with particular focus on math, ELA and early literacy through integration of educational technology in districts, school buildings and classroom activities.

Seek to:

§ Increase the use of educational technology to improve student academic performance;

§ Provide high quality professional development;

§ Provide ongoing support for students to become technologically literacy by 8th grade;

§ Make use of recognized model programs based on research and have shown promise of significantly increasing student achievement (NCLB).

Competitive Priority

Coordination across all federal and state educational programs including Model Schools, Teacher Resource and Computer Training Centers, Special Education training and Bilingual Educational Technical Assistance Centers.

Budget

Ø Hardware cannot exceed 50% of total ($25,000)

Ø Professional development must be at least 35% of total ($17,500).

Ø Evaluation cannot exceed 5% of total ($2,500)

Ø Program administration and technical support cannot exceed 5% of total ($2,500).

SELECTION CRITERIA – Project abstract limit ½ page – Narrative limit is 14 double-spaced pages, 12 pt font.

Needs (10 pts)

a. Clear statement indicating the academic and technology needs to be addressed.

b. Provide steps taken to assess the needs using relevant data (inc. NYS Report Cards) to substantiate these needs.

c. Explain how grant integrates with overall technology plan of district.

d. List schools benefiting from proposal, number of students, and teachers participating on School Data Form.

Objectives (10 pts)

List clear, realist measurable objectives that address the academic and technology needs listed above and link to NYS learning standards.

Project Activities, Outline Timeline (25 pts)

List activities, methods and strategies that will be conducted to achieve above state objectives. Include timeline. Activities must be based on research relevant to student attainment of NYS learning standards.

Collaborative Planning and Involvement of Nonpublic School (10 pts)

a. Describe process used to reach out to nonpublic schools of all denominations and nonsectarian private schools in the service area. List all nonpublic schools contacted.

b. Describe how nonpublic schools have participated in the planning of proposal.

c. Describe how nonpublic schools will be full partners in the acquisition of equipment, software and the professional development of this project. Include numbers to show equitable participation.

Professional Development (20 pts)

a. Describe how professional development component is sustained over time and linked to needs, objectives and activities.

b. Describe how classroom technology will be supported through technical assistance such as coaching, mentoring or peer demonstration.

c. Describe how professional development will build the capacity of teachers to make use of web-based content, tools and resources such as the NYS Virtual Learning Space.

Project Evaluation (10 pts)

a. List clear, realistic and measurable objectives that will be made to determine impact of project on teachers’ capacity to integrate education technologies into classroom instruction.

b. Describe how each activity is expected to contribute to increased student academic achievement of the NYS learning standards.

Budget and Budget Narrative (5 pts)

Resource allocation must be detailed in narrative as well as FS-10. Must describe how funds from other sources will be used to supplement grant.

§ Hardware limited to 50%

§ Professional Development must equal at least 35% of grant

§ Program administration and technical support limit is 5%

§ Evaluation limit is 5%.

Project Staff Background and Experience (5pts)

a. Describe project staffing;

b. Indicate amount of time each staff person will devote to the project;

c. Explain the duties, qualifications and experience of staff members.
